Here's an interesting comparison. Look how rates on straightforward personal loans have changed over the past year or so. In that period bank base rates have more than halved, so you would expect personal loans to have moved at least in the same direction.

The type of loans where a person borrows a large sum with the aim of paying off several smaller loans is called a consolidation loan. Over one and a quarter million of these loans were set up in 2007 and a recent survey suggests that people are justing getting themselves into more debt when they sign up. But are the providers of these loans any worse than the satellite TV or mobile phone companies who sign people up for expensive monthly contracts which hide the true cost of the products they are buying.

PPi or Payment Protection Insurance has been reviewed again by the FSA and the oprganisation has seen some improvements but is demanding better practice when selling PPI and has threatened higher fines in the future.
